Cross-Connection Control
Cross-Connection Control & Water Service Policy
At Rubio Cañon Land & Water Association, our mission is simple: deliver safe, clean water and treat our customers with fairness. This page explains two important programs—Cross-Connection Control, which keeps our water supply free from contamination, and our Disconnection Policy (SB 998), which ensures transparency and fairness if an account falls past due.
Protecting Our Water from Backflow
A cross-connection happens when drinking water lines come into contact with non-drinking water sources, such as pools, irrigation systems, or hose bibs. Without protection, water can flow backward into the system—a problem called backflow—bringing contaminants with it.
Why This Matters
- Keeps drinking water safe from pollution or contamination.
- Required by state law for certain properties.
- Protects every household in the community.
Requirements for Customers
- Backflow prevention devices must be installed on irrigation, commercial, or multi-unit lines where required.
- Devices must be tested every year by a certified tester (AWWA or ABPA approved).
- Passing test results must be submitted to RCLWA.
- Failed tests or repairs must be corrected promptly and retested.
